Giggles shuts down oil skimmers in gulf…

The Coast Guard shut down all the Louisiana Vacuuming barges because they didn’t have the right amount of life vests and fire extinguishers on board. Tons of Government agencys’ overlooking and impeding progress due to no one in charge.
